Coolant tank question

Hey guys sorry I always forget and figured I’d ask here before I dig through the manual…. Is the top of the coolant tank supposed to be empty when the car is cooled off?

Also where is the lower tank reservoir opening?

Yes. It’s an expansion tank. Check it after a drive and it should be about half full.
