Once per $54 monthly subscription license, not once per vehicle lifetime, if that's what you mean. Would mean buying another license.

Honestly I think it's a way to prevent normal people and hobbyists and independent shops from updating their cars themselves instead of waiting for OTAs and going to dealers. The tools have gotten cheaper (thanks to government mandated standards) and knowledge more widespread.
