My guess is this a second order effect of the automagical crowd wanting to pretend they're engaged in the process, leading to the addition of flappy paddles that require space behind the wheel that wouldn't be needed if they were just honest with themselves.

Right- remember that there are about a dozen manufacturers, and thousands of dealers. Plus, the dealers are local. The dealers band together and if they don't like what the manufacturers are doing, they'll lobby their various states to enact laws to force them to bow down. Who do you think state...
It has a very important point- screwing the consumer. While I think the manufacturers started the programs in good faith as a way to ensure smaller dealers got some of the specialty vehicles, since then the dealers have corrupted the allocation system to ensure that they have one more mechanism...
Too lazy to dig it up, but I recall the SS OM having some statement about how the brake would automatically disengage, but GM recommended turning it off to avoid unnecessary brake wear and such.

I'm assuming this is related: If you look at the window stickers for the ones in inventory, most have two $50 credits for not having stop/start and steering column locks... My first question is why those two seemingly random things?!? My second is, can the stop/start delete be a permanent thing?
I don't spend a lot of time watching the new car market, so this may be perfectly reasonable, but it strikes me as odd. A 'used' BW5 at a GMC dealer, with a window sticker? Autotrader says it has 0 miles and they're asking $40K over MSRP...
