What is this brake package?

So after a period of time, I finally got around to opening the cover in the trunk where the spare tire would go.
Obviously...., no spare tire. But I also though there was supposed to be a can of fix a flat or something like that in there..., so I was told, and there was not.
However, I did find this package in the photo below.
While it tells me what it is, and I'm sure I know it's intended use...,
Why is this in there? Are they in every CT4BW?
Why was it not installed during PDI..., or is it to only be installed when tracking the car.
Would appreciate some insight.

It's air deflector to channel air onto the brakes. There's one for each of the front of the control arms, front and rear.
IIRC, the rears are only to be installed for tracking, along with removal of the rotor dust shield.
There's an instruction booklet inside the bag.
