You can dl the manual to your phone through the MYCadillac app, so you don't have to be in the car. Of course, you can dl it to a PC or tablet.

Pretty sure I have seen posts of power gains with mods and no reprogramming. I guess that means those maximum values you speak of are not met with factory configurations. ;)

If there are constraints, I don't see fleet ordering overriding them. AFAIK, allocations are allocations. Someone else might have more info on that.

Sounds like you are worried about time affecting your plans. In that case, I would go with the car in transit.

The GM oil life algorithm takes into account every little bit of engine operating data and time (plus mileage).
