I found this Link from GM that looks like may help with getting what info GM has on you and who they sent it to. I believe what GM is required to disclose depends on what state you are in.

I've noticed that droing as well when the car is around 2500 rpm. It almost sounds like the car is in its loudest mode suddenly at 2500 rpm, while it is actually in its quietest mode then.
