Those look pretty thin(pads). Replacing them is probably one of the easier maintenance projects on a car. Basic tools only including a good jack and more importantly a solid stand to rest the corner on.

Yes and no. Avoidance for future stains.

Not that it helps your stains currently being dealt with but, I always advise a good concrete sealer at minimum. I use a wax based sealer that is very dangerous when wet FYI. My concrete is nearly 10 years old and stain free other than a few burns from welds.
