Your PDI guy ran off with the screws, apparently. Those deflectors are standard fare on the 5V non BW and should have been put on during PDI. The PN for the screws are in the pic you posted.

The CF has been in rotating constraint since BWs were born. Everyone ordering one has had to deal with it. Generally it is a matter of supply. GM seems to like keeping the same suppliers for quality control and to keep all the parts looking the same. And then there is the goat factor. 🐐
