The way it seemed to work in the early goat rodeo days was the earlier produced cars got hemmed in by the later produced cars, so it took longer to shoo them out of the goat pen.

The thing is, you don't know when the dealer had the allocation in this case. Normally, GM does not procrastinate acceptance of an allocation they gave out. My recent comments were directed at day of the week acceptance. It is more likely the dealer was not forthcoming about your situation.
Not possible to be accepted without allocation. Thursdays are when allocations are handed out to dealers. After they use the allocation, it is GMs discretion as to when they accept or process it.
There seems to be some confusion about the meaning of allocation. Allocations are handed out by GM to dealers on a weekly basis. It is not something the end purchaser gets. Every car in dealer inventory is the result of an allocation given and then used by a dealer.
