Any chance this is to also help deter employees of a dealership from getting first dibs on those special cars? At least if they get first dibs, they won't get a discount on top of it all.
How does this work if for some reason the car arrives in unacceptable condition. What happens to payments made? Is the loan just cancelled and payments refunded?
