FWIW my 25 ct5v has the same issue, no matter what I set the "conditions are not met"

winters yes, any summer only tire will turn into a hocky puck down near freezing temps and some dont reccomend driving on them in cold temps, can crack rubber. Some pretty decent "all weather" options these days if you wont want to swap, if you have mild winters. Im in the Canada lake huron snow...

launch control is more fun on AWD, and fwiw my 21 and 25 ct5v both came awd with the summer only tires. summer driving is more fun on RWD but being in the snow belt I went with AWD and its amazing in the snow, I know you mentions you wont winter drive so

sounds like you might have a sensor issue or something stopping things from working? im assuming mine is shy of the 2400 km "breakin" in the manual and thats why
