This is true except for PTM Wet. If you have Tour suspension and PTM Wet configured for the V-Mode double tap, it will retain the Tour suspension. But it will switch to track if you tap up for PTM Dry.
Looks like you are on track to get it resolved. Let us know what kind of prices you get for extended warranties. I am nearing the end of my B2B warranty as well, and my car has not been what you would call reliable.
Mine also does extra blips from time to time, usually when I'm decelerating in neutral and move the shifter side to side to confirm neutral. I like it. Remember, the difference between a feature and a big is just your mindset.
I had one of my front struts start leaking at ~20k, replaced under warranty. I also noticed no driving issues, in fact it was the dealer who first saw it when the car was in for an oil change.

Really, really weird spec on that car. Base seats, base steering wheel, but Precision Package with CC brakes.
So Sarchione Chevrolet in Randolph, Ohio is selling a car that spent the first 3k+ miles at Spring Mountain getting the ever-loving shit beat out of it, the warranty is partially voided, and they aren't disclosing that at all? That is shady AF.
What you're looking for is "competitive mode", which is engaged by putting the car in Sport (not PTM sport, just Sport mode) and pressing the traction control button twice about 1 second apart. You will be rewarded with this screen, and I believe all traction and stability control are turned off.
