I tried searching Tire Rack for ATS-V packages as well and that comes up empty too, along with some other random searches for winter wheel packages on different cars. I think they're just short on tires.

I think it's a different carrier out west, which is probably why those cars went to Toledo rather than New Boston. CSX's map looks like it only runs east of the Mississippi.

It's about 24 to 72 hours from delivery at port (gets there via rail directly from the factory) to loading and departure, and then about the same from offloading to local truck departure. The Germans don't mess around, haha.
